YMCA Youth and Government. Established in 1948, Youth and Government is a statewide model legislature and court program providing civics and leadership training to high school students. Our motto is “Democracy must be learned by each generation.” Our program offers hands-on leadership training for California High School Students. Throughout California, local YMCA delegations meet weekly to learn about state government, author their own legislation, develop leadership skills, and build their self-confidence by honing their public speaking and presentation skills while preparing for an experience unlike any other.
